I didn't really mean it like that. I think they use it amongst themselves. Like a code book. They would know the code but we wouldn't because we don't have the cipher. It would be a secret way for them to communicate to each other, not a way for them to communicate with us.
And the mil. intel. is able to crack the cabal codes. That is how they are always several steps ahead of the cabal's schemes. And they probably have a bunch of spies embedded into the cabal, which, of course, would be extremely dangerous for them. This is war, after all. And a spy movie.
