Jesse Morgan's rig took a batch to PA.
He couldn't get unloaded, and no one would sign off on delivery. He unhitched the trailer in the lot overnight and when he came back the next day it was gone.
He saw some of the ballots as they were being loaded. Not sure if he said they were filled out or not.
