Here's the whole piece that caught my interest…

One of the military officials said that, as part of a psychological operations campaign that has intensified over the last year, the task force also had purchased an Iraqi newspaper and taken control of a radio station, and was using them to channel pro-American messages to the Iraqi public. Neither is identified as a military mouthpiece.

 

The official would not disclose which newspaper and radio station are under U.S. control, saying that naming them would put their employees at risk of insurgent attacks.

Yet several officials said that given the globalization of media driven by the Internet and the 24-hour news cycle, the Pentagon's efforts were carried out with the knowledge that coverage in the foreign press inevitably "bleeds" into the Western media and influences coverage in U.S. news outlets.

U.S. law forbids Federal Programs from carrying out psychological operations or planting propaganda through American media outlets:

 

2 CFR 200.45

 

(c) In addition to the above, the

following restrictions are applicable to

nonprofit organizations and IHEs:

(1) Costs associated with the

following activities are unallowable:

(i) Attempts to influence the outcomes

of any Federal, state, or local election,

referendum, initiative, or similar

procedure, through in-kind or cash

contributions, endorsements, publicity,

or similar activity;

(ii) Establishing, administering,

contributing to, or paying the expenses

of a political party, campaign, political

action committee, or other organization

established for the purpose of

influencing the outcomes of elections in

the United States;

(iii) Any attempt to influence:

(A)The introduction of Federal or

state legislation;

(B) The enactment or modification of

any pending Federal or state legislation through communication with any

member or employee of the Congress or

state legislature (including efforts to

influence state or local officials to

engage in similar lobbying activity);

(C) The enactment or modification of

any pending Federal or state legislation

by preparing, distributing, or using

publicity or propaganda, or by urging

members of the general public, or any

segment thereof, to contribute to or

participate in any mass demonstration,

march, rally, fund raising drive,

lobbying campaign or letter writing or

telephone campaign; or

If Federal Dollars have gone to THE FAKE NEWS MEDIA and FAKE NEWS MEDIA is found to have influenced our elections or promoted riots then it violated 2 CFR 200.45

The BIG IF….if they (FAKE NEWS MEDIA OUTLETS) were in receipt of Federal Dollars. This is where follow the money comes in.

Good question, anon but NO based on the Smith-Mundt Modernization Act of 2012 says this,

"No funds…shall be used to influence public opinion in the United States."
