The lawlessness is off the charts.
It's probably because he knows how it's all going to go, and is just trying to separate himself from what is about to happen. The justice phase has to appear to be apart from him. In other words it can't appear to be revenge or vindictive. I'm sure he's pissed, but not like we are, simply because he already knew it was going to happen and he knows how it'll end.
