His responsibility is to count the votes. That's not ceremonial, b/c it is implied he has to identify real votes and differentiate between valid and invalid. (Ex: I walk up to his bench and place an envelope on it and declare it a vote - he can reject it).
If he refuses to identify fraudulently suubmitted electoral ballots then they do not constitute a vote. He doesn't count them, and then nobody gets to 270. Election thrown to the House. We win.
