Lara Logan has posted a link to a pdf summary of a Congressional briefing taking place right now. Contained therein is this proposal for recounting votes in ALL 50 STATES. If this happened, then Repubs would retake the House and Senate with ease, and Trump would be President.

Obviously the Dems in the House would never agree, nor the RINOS in the Senate, but my question for lawfags: Can this be enacted through EO? If so, it's far more desirable than simply fixing the Presidential elector count.
