Although maybe it can be avoided in the case of monuments, because one of the good things about Islam is that it doesn't build monuments (well, except for minarets, so maybe that's a half-truth.) So this Christian monument on public land could be allowed without risking Muslim monuments appearing under protection of the ruling.

France gave us Statue of Liberty, and it ended up (after a replacement of the plaque) being a symbol for those who say that we're a "proposition nation" without rights to blood and soil. As well as a ridiculous charicature that ended up getting misled students killed in Tiananmen Square.
And the act of removing the tree "root and branch" would be clearly symbolic.

I think for now Trump is trying to use existing infrastructure. He's getting good coverage from Fox, but maybe some bad coverage too. (I hardly watch TV). Maybe it's the 6% rule, most of the infrastructure can be saved, the rest regulated or prosecuted out of existence (e.g. antitrust violations).
