I'm seeing a lot of head fakes going on. The disinfo and fake declarations are everywhere. They have no idea what POTUS/Pence/Flynn/Powell/Wood/Watkins or anons for that matter are doing.
This is EXACTLY where we need to be. The enemy is completely paralyzed. They have no idea where or what to expend their limited ammunition on.

Ship it overseas as foreign aid with no strings attached.
Have a family member working for a shell company attached to the country where the foreign aid was sent.
Use compromised banks to launder the money to offshore accounts that ask no questions.
Bring the money into America through the family member as consulting fees.
Ask 70 out of the 100 Senators how it works.
Ask 350 out of the 535 House Members how it works.
Ask Diplomats and SES Employees how it works.
Ask the top 50 Government Contracting Corporations for the American Government how it works.
Ask the Foreign Governments and Banks who get a cut how it works.
