I found it interesting that apparently after the death of Pasteur one of his descendants released his diary that Pasture had ordered kept secret.
It said, iirc, that he knew the vacc did nothing but figured it would be more convincing if there was some physical reaction to it… So he added toxins (mercury formaldehyde, iirc), to elicit a response. I can't find the reference right now.
Funny thing, they are still doing that. But the diary wasn't released until 1993. Sounds to me like he shared his dirty little trick before his death.
