Here's my line of thinking: anyone who acts with any real panache - whether you personally "like" them or not - is likely to be a white hat. So I suspect RR is a white hat. If I had any money to bet, I'd even place it on Strzok and Page being white hats (slightly but yeah - they seem to PLAY their parts…) By contrast, I think the people who consistently ACT LIKE LOSERS are almost surely black hats: HRC, BO, Soros, etc. They have NO personality, they JUST SUCK.
