Everything is a distraction.
Its awesome when the /badguys/ can use distractions to further the agenda. Its like putting a supercharger on your engine, every distraction makes the agenda move faster.
Its not a distraction, its a fundamental part of the machine that's running right in front of our eyes. This is a gear of that machine you can actually see.
