it essentially does. he says that he does not believe the VP has the "unilateral authority" (despite this authority specifically being given to him by our elected members of congress.
instead, he is choosing to cede authority to our current "elected representatives" – which means that he is essentially saying it is already decided as it is "decided" and he will not overturn the results.
