i don't think his actions demonstrate that sufficiently. i tend to think it displays Pence favoring the states airing their greivances into public record. IMO it's a better all-round strategy to give a fair shake to both sides, rather than caving to the dems raving about biden has to be elected, and trump raving that he has to be.
