I have family and friends with lots of tats, including neck and hands. A lot of times its arbitrary geometric patterns, which may personal meaning, but not tied to anything ideological, per say.
In the other pics where you can clearly see his bicep, the "sleeve" is a brick pattern.
Keep in mind that a lot of times the decision to get these tats is made between the ages of 16-20, and done as an act of youthful rebellion or expression. Not because you are an occultist or evil.
Not making assumptions, either way, just sharing my knowledge and experience.
