Kinda looks like she actually took a bullet. Recoil from the gun looked legit and the shooter rapidly changed his point of aim right before the shot. I think if it was staged, he would have been aiming at her the whole time. The only blood seems to be coming from her mouth after she is on the ground. She's wearing a dark top… looks like several layers. Could a chest cavity wound cause blood to come up through her mouth? I'm not sure this is a crisis actor. The cop pointing his rifle toward the hallway where the shot came from seems a little weird, but that could just be from the stress of the situation. Looks like they were definitely not supposed to be going down that hallway. The hallway was blockaded and they could have easily just gone up the stairs and turned the corner. Instead it looks like this lady put it upon herself to start smashing a window that had a dude with a pointed pistol on the other end of it. What do you guys think?
