"I disagree with the results of this election, but there will be an orderly transition on January 20th."

 

The only wiggle room here for not taking this as a concession lies in "an orderly transition on January 20th".

 

If Trump uses the military, is that to be considered orderly?

 

If so, why not grammar that reflects this statement:

 

"I disagree with the results of this election, AND there will be an orderly transition on January 20th."

 

In terms of grammar logic, it really does come down to a conjunction.
