If Pence is a reasoning person he may have objected to not doing his job. Perhaps his inclination was to send the matter back to the states in question. POTUS told him it takes courage not to do that. POTUS said it is harder to do nothing. He encouraged Pence to trust the plan and let [them] commit before being enveloped.
