The ONLY restriction is that members of congress cannot be arrested for any actions taken on the floor of their respective chambers while they are in session.
This was to prevent those representing their constituents and their states from being arrested for political crimes.
You REALLY think a congress-critter wanted for murder is going to skate because congress is in session?
