Yes. There is a lot of negotiating as to what Trump promises to do in exchange for him and his family being left alone to live and work after this is over. These negotiations are why Trump will not pardon assange, or disclose 9/11 or Vegas (Among other things) before he leaves.

None of his supporters will necessarily believe them, but most people are weak. They will submit to the perceived winner. If they tarnish Trump enough, and make it look like he is going out like a crazy bitch, it will show the people that their great messiah has not only been put down, but been personally broken and humiliated. And they also want to create justification for criminal action against him. Not necessarily to actually prosecute him, but to have more leverage to make sure he keeps his mouth shut and causes no more trouble on the way out or afterward.
