The migrants at the border, was it know that this would happen long before POTUS began to promise the wall? Did POTUS know about this and try to head it off while the delays on the wall allowed the migrants to make it here once launched? I say YES! REfer to the 16 year plan, HRC's part:

Having to witness these crimes, play along, and not be able to do anything about them except (safely) maintain the evidence and hope to all Holy that someone comes along to break the cycle, I can relate to that on a smaller degree. Can't imagine the pressure at that level in government. Salute to Adm Rogers! And Salute to Gen Flynn while I'm at it!!!
