The scope of this project is unimaginable and means going up against well funded organizations with resources most first world military's would envy as well as the collective intelligence community made up of five eyes (plus others). It should be obvious that even with the strings cut there are numerous cells out there ready to implement any act of terrorism on a phone call.
There is no second chance to get this right. It works or we are fucked. Don't rush the process. Do it once and do it right. There will be plenty of disappearances that will have to be left just like that. There will be back stories that will never make it out. Deal with it.
