The problem is that the laws about refugees have loopholes. Once they get here and claim to be refugees the law says that they have to be processed. The legal process after that is so lengthy and backed up that it may take years before the cases are adjudicated by an immigration judge. Most of them just disappear into the country. POTUS cannot unilaterally end this. He has tried to make the process for deporting them more streamlined by speeding up the adjudication process with the immigration judges. There are over 700,000 of these cases backlogged in the courts. Congress needs to fix the laws and they refuse to do so. On top of that, the activist judges are blocking POTUS at every turn.
There are tens of millions of illegal aliens in the country already. A couple hundred more of them making a scene at the border now is not a big deal in the grand scheme of things. None of them will qualify to enter as refugees. And deporting those who sneak across is futile without the wall. They will simply come back again. Better border security needs to be put in place first.
You have a point that this Caravan was seen coming and should never have been allowed to get to the border in the first place. The Mexican government could have stopped them, but they are STILL playing games with us because they know we're fucking stupid. CBP agents cannot stop them from approaching the border, they can only try to stop them from crossing it. The NG was supposed to be there as backup but it doesn't seem as though they are all in place along the border yet.
