That's just trimming the tip off of an iceberg.
The real question is how do you find, in the span of three-four years, O-6 and belows to raise to flag officer levels of O-7+ and place them in relevant commands?
Their enlisted advisors and staff, as well - how do you identify and promote them… When the systems for evaluating them were corroded and the individuals responsible for it were also corrupted?
If there is any significant resistance against China, it will come from O-6 and below effectively going rogue to do so. The problem is that individual officers do not even source their own pay anymore. That used to be part of the deal, an officer could even do things like collect taxes in times of martial law and budget expenses, recruit their own staff, etc. We have completely dissolved most officers into enlistees with a college fraternity requirement.
