Apparently Nancy Pelosi just not exactly know how using the codes work. The president has one code he gives that to the Head General, then the general passes it down the line to the silos. But if the general thinks or feels that it is not the right thing to do he won't pass the codes on. There are times when the UCMJ allows for a person to disregard the commands of a superior if they feel it is an unlawful command
