Beijing updates internet regulation to include a wide swathe of services, fake news and fraud

 

A comprehensive update to China’s internet services regulation details the services covered and banned activities

Usage of search engines, instant messaging, online payments and more could violate the law even if conducted from overseas servers

 

China is making a comprehensive upgrade to its internet services regulation, giving the 20-year-old rules teeth as Beijing authorities seek to crack down on harmful online activities and fake news.

 

The Cyberspace Administration of China published on Friday a draft of the updated version of its Regulation on Internet Information Service to solicit public feedback – a step that means the current rules will soon be replaced. Premier Zhu Rongji enacted the original regulation in September 2000, when the country’s internet services were very limited and China was not yet a member at the World Trade Organization.

 

The draft, which accepts public feedback until February 7, is designed to “ensure the healthy and orderly development of internet information services”, as well as “maintain national security and public interest”, according to the cyberspace administration.

 

“The updated regulation responds to the current prominent problems on the internet, such as internet fraud, online financial information dissemination and so on,” said You Yunting, senior partner at Shanghai Debund Law Offices. “It has made targeted updates to clarify the responsibilities of internet service providers.”

 

Some of the new rules lay out principles rather than details, You noted, which could make them challenging to implement. “Although this draft is more detailed than the original regulation and added a lot of punitive content, it is still essentially a regulation of ideological supervision,” he said.

 

The new draft triples the length of the original regulation by the number of words and doubles the number of articles to 54. It also clearly defines for the first time the types of products that fall under information services, including search engines, instant messaging, websites, online payments, e-commerce and software downloads.

 

The draft adds new clauses that specifically target emerging and rampant forms of fraud on China’s internet, including identity theft and fake news.

The draft explicitly prohibits releasing or helping to release false information. Helping others delete, block or replace online information for a fee is also banned, as is mass registration and selling online accounts for profit. Artificially inflating the number of clicks and transaction volumes, something China cracked down on last year

, was also mentioned.

 

The new draft also broadened the definition of harmful online information. In addition to information that endangers national security, leaks state secrets or subverts state power, the new draft would ban online information that “disrupts financial market order”. False information about disasters, epidemics, emergencies and food and drug safety are also banned.

With unilateral censorship of a sitting US president, Big Tech has proven it’s more powerful than any government

 

Big Tech’s moves to muscle President Donald Trump off social media have been heralded by some as victory. But a corporate-run state with politicians serving as mere figureheads amounts to the very fascism they claim to oppose.

 

The smug, palpable air of ‘mission accomplished’ emanating from Facebook, Twitter and Google in the weeks after the media called November’s election for Democrat Joe Biden has been hard to ignore. Thanks to an iron grip on the political narrative and the heavy-handed suppression of any influential dissenting voices, these insanely wealthy companies and their partners in the media establishment have managed to successfully upend what was left of the US’ democratic process.

 

In short, they have reason to celebrate, having pulled off the first successful national-level coup-by-media in US history. And better yet — for them at least — having helped the ‘right’ guy win, they won’t have to answer to any bogus charges of Russian collusion this time around. Indeed, no less than the Department of Homeland Security came forward to declare the vote the most secure in US history — a baffling claim at best, given the same officials have spent months insisting foreign infiltration supposedly had democracy hanging by a thread.

 

The epic pearl-clutching that followed Wednesday’s march on the Capitol is almost guaranteed to result in further restrictions on online speech — and as many observers noted, that’s just how Big Tech and Big Brother want it. No explanations have been forthcoming as to why the Capitol was largely unguarded during the protests, even though Trump had for weeks been calling on his followers to stage “wild” demonstrations on that day. Nor was it clear why Mayor Muriel Bowser waited so long before sending in police and the military to rein in the chaos.

 

The stage seemed to have been deliberately set for disaster, just the sort of spectacle a clever Big Business-Big Tech axis needs to terrify the masses into believing a full-on insurrection is afoot. The only real surprise in Wednesday’s events is that more people weren’t killed — but that’s where the media came in, wielding luridly detailed descriptions and photographing the most bizarrely-attired figures in the group.

 

By distracting the public, attributing the violence that claimed five lives to the ubiquitous Radicalized Domestic Extremists™ and banning an ever-growing number of discussion topics, Facebook, Twitter, and Google can dodge a total repeal of Section 230 liability protections and live to blanket the nation in propaganda another day. Never mind the absence of visible ‘white supremacists,’ Nazis, and other undesirables supposedly leading the pro-Trump contingent — it’s always possible to Photoshop in a Nazi insignia or 12 in post.

Third Covid-19 vaccine approved for use in UK, as government authorises Moderna jab

 

The UK government has approved the Moderna Covid-19 vaccine, making it the third such inoculation authorised for use in the country, alongside the doses produced by Pfizer/BioNTech and Oxford/AstraZeneca.

 

Prime Minister Boris Johnson’s government has pre-ordered 17 million doses of the vaccine but is not expected to be available for distribution until at least the spring.

 

Health Secretary Matt Hancock praised the authorisation on Twitter, hailing it “great news & another weapon in our arsenal to tame this awful disease.”

 

So far, the UK has vaccinated 1.5 million people, including a quarter of the priority group of citizens aged 80 and over in England. Around 30 million people are listed under the most vulnerable high-priority group, with 8 further categories designating when other sections of the population will receive their jab.

 

While the Pfizer/BioNTech vaccine needs to be stored at -75C and the AstraZeneca injection can be kept at normal fridge temperature, the Moderna formula must be kept below -20C until it is administered.

 

Trial data on the Moderna vaccine showed that it offered almost 95 percent protection from severe Covid-19 symptoms, among the more than 30,000 people who participated. However, like the other approved drugs, two doses will be required, separated by 28 days.

With just 13 days left in Donald Trump’s term, a growing list of lawmakers, including Virginia’s two US Senators – Tim Kaine (D-VA), and Mark Warner (D-VA), along with one of their US Representatives, Bobby Scott (D-VA), are laying blame for Wednesday’s Capitol Hill violence at the feet of President Trump, calling for his removal from office.

 

Just one day after a crowd of people – including Trump supporters and those with nefarious intent – descended on the US Capitol, all three Virginia Democrats insisted invoking the 25th Amendment to remove the President from power was on the table.

 

“Americans and our allies around the world have been alarmed at the events of the past week,” Scott said in an issued statement. “However, President Trump has been a risk to democracy and national security for many weeks now, and arguably since he first took office. It has become clear that the risk of him staying in office exceeds the risk of him serving out the final days of his term.”

 

Scott said Trump’s actions “led to the events of this unprecedented and tragic week” and “there are significant risks to our nation if President Trump remains in office.”

Sen. Marco Rubio: Capitol violence was the result of media bias, Big Tech censorship, and lies from President Trump

Marco Rubio (R-Fla.) forcefully condemned the violence that took place in the U.S. Capitol on Wednesday while calling out the hypocrisy of the left and legacy media, which throughout last year downplayed violent riots in American cities as "peaceful protests" for racial justice.

On Wednesday, tens of thousands of Trump supporters gathered in Washington, D.C., to protest the certification of the Electoral College results in Congress, which officially made Joe Biden president-elect. An initially peaceful protest turned into mob violence after some of the protesters led the crowd to lay siege on the Capitol. Police officers were assaulted, government property was damaged by the trespassers, and offices in the Capitol were ransacked as the mob ran wild. One woman was fatally shot by Capitol Police and three other members of the mob died of medical complications during the incident. A Capitol Police officer who was violently beaten by rioters wielding a fire extinguisher later died of his injuries.

 

News media headlines about the incident called it a "riot," a "siege," or even an "insurrection."

 

Without making excuses for the violence this week, Rubio accused the media and the left of engaging in hypocrisy for being quick to condemn the riot by Trump supporters but slow to do so for mob violence at Black Lives Matter protests throughout last year.

 

"Now are the left hypocrites? Absolutely," Rubio said. "I remember what they now are calling 'insurrection,' they were justifying just this summer. They called it 'the language of the unheard' when rioters were burning cities. Is the mainstream media, especially places like CNN and MSNBC outrageously biased? Of course, 100%. I remember one of the CNN hosts last summer on the air saying something like, 'tell me where it says protests need to be polite and peaceful.'"

 

Rubio was referring to CNN host Chris Cuomo, who after violence and looting by BLM and Antifa last June, said on the air, "show me where it says that protests are supposed to be polite and peaceful."

"This kind of blatant bias, this double standard, that's one of the reasons why so many Americans have sought political shelter in divisive political movements and in conspiracy theories that offer them the promise of fighting back against it," Rubio asserted.

 

"But here's what I want you to hear right now," he said. "We can't allow our anger about all of that stuff to turn us into them."

 

"Remember what President Nixon said at the White House as he was leaving after his downfall, one of the lessons he said, 'Others may hate you, but those who hate you don't win unless you hate them. And then you destroy yourself.'

 

"We can't destroy ourselves," he continued.

 

Rubio went on to give his opinion on what led to the violence that shocked and horrified Americans this week. He accused the media, Big Tech companies like Facebook and Twitter, and the Democratic Party of eroding the confidence of millions of Americans in the integrity of the election.

 

He also said, without naming President Trump specifically, that politicians lied when they said that Vice President Mike Pence had the power to overturn the election, which he did not. Trump repeatedly and incorrectly claimed that Pence had the power to reject slates of electors from states whose results were disputed by the Trump campaign.
