They leaned into Q because both Trump & GOP establishment benefited from it. The Establishment liked the Trump base docile, complacent and "trusting the plan", and Trump liked the way Q portrayed him as a mastermind of 64D chess no matter what he did or how many mistakes he made.

I must lead a sheltered life. I personally see very little evidence of Qanon believers or people who act out in public rather than wear a mask. I think the numbers of both are very exaggerated.
