The best assessment I can make of this drop is, that basically for every American killed by ISI associated terrorists from FY2013 on, DOD had a $50M per occurrence slush fund to distribute to "victims." This would pay for smuggled goods by the Red Cross. Pakistan Terrorism Accountability Act of 2012 does not reduce the total allocation, just distribution. Sounds very slushy. How many families actually got the full $50M? Sounds a bit much. Kind of like over paying for IT services...

 

It would seem that the US cut aid the year after there were no terror attacks in 2010, as given in the timeline of Pakistan Terrorism Accountability Act of 2012. Were the ISI not playing nice with Clowns anymore? Was OBL raid a shakedown to to cut aid? Pakistan Foreign Aid Accountability Act made sure they "came clean" to Sec. of State on OBL knowledge.

 

It seemed Rep Al Green was eager to make sure Pakistanis got emergency temporary resident status. Looks like it gives them the power to go back and forth to Pakistan.

 

(SIDE NOTE: Should it not have been fellow Houston rep. Shirley Jackson-Lee to file HR 285, since the Pakistani consulate is in the 18th district? Or was this too close to home? Gene Green of the 29th recently resigned. He had repped the 29th since 1993. I wonder if he facilitated the fraudulent Indian passports via the Pakistani consulate used in the 1993 Mumbai bombings?)

Pakistan Terrorism Accountability Act of 2012 - States that it shall be U.S. policy to limit U.S. foreign assistance to Pakistan if Pakistan's military or intelligence services continue to support or provide assistance to organizations that target U.S. citizens.

Directs the President to withhold $50 million from amounts made available for Pakistan for FY2013 or any subsequent fiscal year for each U.S. citizen who is killed as a result of actions of Pakistan's Inter-Services Intelligence (ISI) or support provided by ISI to other organizations or individuals, including the Haqqani Network (an insurgent network operating in Pakistan and Afghanistan).

 

(a) Limitation.—Of the amounts made available for assistance to Pakistan for fiscal year 2013 or any subsequent fiscal year, the President shall withhold $50,000,000 for each United States citizen who is killed as a result of actions of Pakistan’s Inter-Services Intelligence (ISI) or support provided by the ISI to other organizations or individuals, including the Haqqani Network.

 

(c) Fund.—Amounts withheld pursuant to subsection (a) shall, notwithstanding any other provision of law, be administered by the Department of Defense and made available on an equitable basis to provide payments to survivors of United States citizens described in subsection (a).

Pakistan Foreign Aid Accountability Act -

(a) Prohibition.—Assistance may not be provided to Pakistan under any provision of law unless the Secretary of State certifies to Congress that—

(1) the government of Pakistan did not have any information regarding Osama bin Laden's possible whereabouts on or after September 11, 2001; or

(2) if the government of Pakistan did have information regarding Osama bin Laden's possible whereabouts on or after September 11, 2001, it expeditiously communicated such information to the U.S government.
