§11.54 EAS operation during a National Level emergency.

(c) During a national level EAS emergency, EAS Participants may transmit in lieu of the EAS audio feed an audio feed of the President's voice message from an alternative source, such as a broadcast network audio feed.

that's where this should go. This is a major national emergency. Hostile foreign actors have staged a major insurgency to overthrow a president and rig an election against him to gain control of the levers of the US Government and military. Doesn't get more serious than that.
