Sounds to me like they're not getting any info and are trying to go around that block. Impeachment, too, maybe. They may not know exactly where POTUS is and what he's doing and want to get info by forcing him to respond via lawyers. Byrne said Cippolone was comped, so the lawyers are probably shut out, too. Lawyers would give them more info.
