its not the easiest solution and it might be harder if you are using a mouse, but you can just paint it. start with the color you want do a circle or a line of it, then put white on the inside, then blur the edges of the white and the edges of your color. There usually are some drawing tools also like starbursts and stuff also. Another tip is when you start do separate steps on separate layers. Then play with those settings also most programs have a layer setting of glow, sometimes overlay or add works also.
