As a former PS guy I agree completely.
That is a hard line that is easy to see if you are looking for it.
Kudos to the Anon who spotted it last bread.
Which means they weren't really trying to hide it from people who would look.
So that means it was a deliberate message to [them].
Problem is, I don't know exactly what the message is.
Like others have speculated it could be
"We made him an offer he couldn't refuse."
"The offers are now off the table."
"We flipped your guy and we are telling you he's ours now."
"We're presenting the evidence and getting people on board for the big move."
No matter what, it is clear they do not want the public to see it yet.
I think that's just the reflection of the top half of the window behind Ratcliffe.
