Without documents on the table, what is the context for this photo? Three guys sitting down talking, without any reference documents? Seems like a waste of time.

Agreed, but there was strategic value back then in making the enemy believe they were going to DECLAS before the election. The panic caused them to overreact. Perhaps even the overkill on the election fraud.
That strategic value (head-faking the DECLAS) no longer exists. Now that the election crimes are complete, logic would dictate that it is time to DECLAS.
