Here’s a thought.

Viking Man is an undercover white hat. A planted distraction.

I understand it has been determined he is ex-military.

To the best of my knowledge he did not break or steal anything. (Correct me if I’m wrong).

The only thing he did was get in a lot of photos.

His getup appears to have been inspired by a character on an episode of The Simpsons that takes place in DC. Would be good to know more about the episode and the character.
