Both Q and bad actors assuming Mueller is on their side. "Nobody" really knows.

Q is saying even if Mueller isn't their guy, their still doomed.

I should add that Q has done a great job proving Mueller is with them. And if he really is (I think he is personally) then the bad actors are really still fooled.
