Only problem with this is that it hasn't been called the "Emergency Broadcast System" since 1997. It's now the Emergency Alert System.
By the Way, the system is not designed to carry video, so there would be no SMPTE Color Bars test signal. EAS only carries text messages (as a crawl) and audio.
