Not sure - never looked into it.

For 10m radios you are required by the FCC to have a ham radio license

But that is talking in the open

You can bet your bollocks to a barn dance any home grown encryption you and your mates come up with will be captured, recorded, and broken by the SIGINT community

 

As for the RCI 2950 10m radios and other bands

Anyone can buy, just find a shop

As for use…. you are required by law to have a license to operate on those bands

But it doesn't stop truckers from making a few minor mods to make a 10m radio operate on the citizens band and push more wattage than commercially available CBs

The build of the individual – does this look like some antifa gothapotamus or a rando Maga?

The kit – gear, sidearm, camera pointed out for recording/ streaming and his gear layout (keep in mind this is INSIDE the capitol building)

Insignia – notice what insignia are displayed and what insignia are not displayed (local lawdog or fed agency or military rank insignia)

Notice how hard it is to identify this individual (hat, neck gaiter, gloves, long sleeves)

If I were a betting man I would say his pretext for getting in was the flexicuffs… rounding up intruders, so duder had to have some level of access
