Normal emergency alerts (weather, etc) and Presidential alerts (terrorism, etc) are separate. They're probably only disabling the Presidential alerts.
I can't imaging why. What could Trump really distribute using a short text message? Only pics/video can be damaging enough that They would feel the need to block it. And he's not going to spam our phones with Twitter-grade banter. Maybe he'll use it for his "My fellow Americans, the Storm is upon us." message. 95% of the population has no idea what that means. It would do do no more than elicit cheers from the other 5%. And if he only needs to send a go-signal then there are plenty of other ways of doing it.
I don't understand why this matters so much.
