EAS Alert
It is illegal to not allow it. Especially a presidential alert. At least the airwaves, think radio and television, are supposed to be owned by the people. The government just licenses them out to media groups. Broadcast networks don't own most of the stations that have to broadcast the alerts. Maybe find out stations in the area who are more conservative leaning because of who they are owned by.
