The Vatican City State is recognized by the international community. It can therefore be concluded, in the light of these affirmations, that there is a double, distinct personality of the Vatican City and the Holy See in the sphere of international law, as the latter already enjoyed a recognized personality, being an organ of the Church. catholic. The Holy See operates at the United Nations with the status of Permanent Observer of a non-member State. All this is clear from art. 24 of the Treaty, where, literally, one reads: "The Holy See, in relation to the sovereignty that belongs to it also in the international field, declares that it wishes to remain and will remain extraneous to the temporal competitions between the other States and to the International Congresses called for such object, unless the contending parties jointly appeal to its mission of peace, reserving in any case to assert its moral and spiritual power. As a consequence of this, the Vatican City will always and in any case be considered neutral and inviolable territory ”.
