Perhaps she was referring to something specific rather than making a flippant comment in an attempt to portray an illusion of authority because she wouldn't have had access to US military hardware..

That 'nuclear bomb negotiation' was a couple of weeks ago, long before her laptop was taken.. I think it was related to the last stimulus negotiations.
