I think it is a case of conflated Q posts. Anons have read the above along with other statements from Q and mixed them up to come up with 'The first arrest will shock the world'. Of course, that's not what Q wrote. I cited Q 3848 because it helps explain the error, it has 'The first' and 'shock'. You are correct in that there is no apparent contextual relationship to an arrest.
