There was no Vatican Blackout on 1/9/21. The video from the camera was simply faultily. It appears the camera did not go into night mode correctly. Notice the vehicle going across the screen. When the Vatican "lights up", the lights on the vehicle become starkly more bright. This indicates the camera exposure setting (probably auto) was faulty before being fix, or fixing itself.
