It's so none of the criminals can flee the city. It prevents them from busing in BLM rioters and Antifa terrorists to cover their escape. (If the Dems still had many MS-13 in our country I'm sure they would be on call, too.) And it is to prevent or quell any domestic disturbances resulting from the arrests.
