I'm sure they read the same stories/watch the same movies as us. How do they create confusion about the source of the material to more clearly set up Russia? By shipping US material, via the U1 deal, to Russia but also sending identical material to bad actors in the (((ME))).

Depends how you see Russia. If you see them as bad actors then it doesn't make sense. IF you see them as simply nationalist and not desiring WW3, then they have been set up to be implicated in a US FF to start WW3.
If the U1 material has the SAME fingerprint as the material sent to the ME, then any bomb detonation on US soil can be immediately pinned on Russia, inciting WW3.
