Shouldn't some arm of the government claim to be recipients. Letters go from point A to point B. Ok, let's say it came from point A, JCS. But where is the intended recipient? Secondly, letters are dated.
Usually news stories that publishe gov letteres read like this "A letter received by members of Congress…" or "In a message sent to DOJ staffers…" or an equivalent. That shit "just exists"
