Why is Pompeo making such sweeping State Department policy changes if Trump is leaving?

Opening relations with Taiwan. Labeling Cuba a state sponsor of terrorism.

None of this makes sense

I'm operating under the assumption that Biden will continue where Obama left off, and that Obama was all about the SES policy life. If these assumptions are correct, Pompeo's actions are in direct contradiction of the Obama's State Department's policy goals. During Obama's time, he opened relations with Cuba. During Obama's time China was allowed to view Taiwan as part of their territory. On Chinese maps Taiwan is shown as being part of China. If Biden is a Chi-com puppet, which seems to be a safe assumption, it would be a futile step to recognize Taiwan's sovereignity b/c the Biden admin would reverse that immediately. These are the kind of moves you make for a lasting future, not just to be implemented for a period of 8 days. Very strange the moves coming out of the State Department if they will all be reversed in a week.
