The Memo was Real. It's just a MEMO.
BUT more importantly:
Following the Goldwater–Nichols Act in 1986, the Joint Chiefs of Staff do not have operational command authority, either individually or collectively, as the chain of command goes from the president to the secretary of defense, and from the secretary to the regional combatant commanders.
There are 8 Members of the Joint Chiefs of Staff. They are Military Advisors, with no Command Authority. I wouldn't read to much into the Memo they put out.
Military COCs get funky when you add Civilians into the mix, especially dealing with the Nat Guard…
Just let things play out…
