Here's another theory:

EU controls Iran and NK. They've been blackmailing us with potential nuclear war if we didn't keep paying. France and Germany get 5% of the $250B x 2 that we pay - $250B for Iran and $250 for NK. Now POTUS says no more blackmail. We'll go to war instead, and now they realize they don't have the stomach or the means.

Notice who's involved in the deal

Each of those countries must have been getting a cut and then the EU itself was getting a cut. Whether the money actually trickled down to the citizens, I doubt it. Probably goes right into the piggy banks of the leaders/elite.
