"Marie Yovanovitch is a senior fellow in the Russia and Eurasia Program at the Carnegie Endowment for International Peace. She is also a nonresident fellow at the Institute for the Study of Diplomacy of Georgetown University. Previously, she served as the U.S. ambassador to Ukraine (2016-2019), the Republic of Armenia (2008-2011), and the Kyrgyz Republic (2005-2008). She also served as the dean of the School of Language Studies at the Foreign Service Institute and as the deputy commandant and international advisor at the Dwight D. Eisenhower School for National Security and Resource Strategy of the National Defense University. Earlier she served as the principal deputy assistant secretary for the Bureau of European and Eurasian Affairs, where she coordinated policy on European and global security issues. Before that, she was the bureau’s deputy assistant secretary responsible for issues related to the Nordic, Baltic, and central European countries.

 

In 2003-2004, Ambassador Yovanovitch was the senior advisor to the under secretary of state for political affairs. Prior to that, she was the deputy chief of mission of the U.S. embassy in Kyiv, Ukraine. Within the Department of State, Ambassador Yovanovitch has worked on the Russia desk, the Office of European Security Affairs, and the Operations Center. She has also worked overseas at the U.S. embassies in Moscow, London, Ottawa, and Mogadishu.

 

A career member of the Senior Foreign Service, Ambassador Yovanovitch has earned the Senior Foreign Service Performance Award eight times and the State Department’s Superior Honor Award on nine occasions. She is also the recipient of two Presidential Distinguished Service Awards and the secretary’s Diplomacy in Human Rights Award. In 2020, Georgetown University granted her the Trainor Award for Excellence in the Conduct of Diplomacy, and Indiana University awarded her the inaugural Richard G. Lugar Award for Public Integrity.

 

Ambassador Yovanovitch is a graduate of Princeton University where she earned a B.A. in history and Russian studies. She studied at the Pushkin Institute and received an M.S. from the National Defense University."

Sullivan served in the Obama administration as national security adviser to Vice President Joe Biden and director of policy planning at the U.S. Department of State, as well as deputy chief of staff to Secretary of State Hillary Clinton. He was the senior policy adviser on Secretary Clinton’s 2016 presidential campaign and previously served as deputy policy director on Hillary Clinton’s 2008 presidential primary campaign and as a member of the debate preparation team for Barack Obama’s general election campaign.

 

Sullivan has also been a senior policy adviser and chief counsel to Senator Amy Klobuchar from his home state of Minnesota, worked as an associate for Faegre & Benson LLP, and taught at the University of St. Thomas Law School. He clerked for Judge Stephen Breyer of the Supreme Court of the United States and Judge Guido Calabresi of the U.S. Court of Appeals for the Second Circuit.

"Jon Bateman is a fellow in the Cyber Policy Initiative of the Technology and International Affairs Program at the Carnegie Endowment for International Peace. He previously held technology and strategy roles at the U.S. Department of Defense.

 

Bateman most recently was special assistant to the Chairman of the Joint Chiefs of Staff, General Joseph F. Dunford, Jr. He led strategic analysis within the Chairman’s internal think tank, including assessments of the technology industry, geopolitical competition, arms control, and military education. Bateman was also the first civilian speechwriter to the Chairman, shaping engagements with global leaders and audiences.

 

Bateman previously served as director for Cyber Strategy Implementation in the Office of the U.S. Secretary of Defense. He developed the first comprehensive policy for military cyber operations, and helped to establish a unified Cyber Command. Bateman co-founded the central oversight element for all defense cyber activities, the secretary’s Principal Cyber Advisor Staff.

 

An intelligence officer by training, Bateman was senior intelligence analyst for Iran at the Defense Intelligence Agency. As the agency’s senior expert on Iranian cyber forces, nuclear policy, and political-military leadership, he led a team that produced strategic assessments for the White House and the Pentagon during an era of bilateral upheaval.

"Jarrett Blanc is a senior fellow in the Geoeconomics and Strategy Program at the Carnegie Endowment for International Peace. He was previously the deputy lead coordinator and State Department coordinator for Iran nuclear implementation at theU.S. Department of State under President Obama, responsible for the full and effective implementation of the Joint Comprehensive Plan of Action (JCPOA) onIran’s nuclear program, including Iranian and U.S. commitments on sanctions.

 

Prior to this position, he was the principal deputy special representative for Afghanistan and Pakistan (SRAP) and acting SRAP. In this position, he played a key role in developing and implementing the international security assistance plan forAfghanistan, mediating the Afghan electoral process, leading efforts to spark an Afghan-led peace process, securing thenegotiated release of Sergeant Bowe Bergdahl, and unwinding more than a decade of U.S. detention operations in Afghanistan. He led the establishment of two multilateral bodies—the International Contact Group and the Istanbul Process—which are now models for international crisis coordination. He oversaw the management and administrative support of two of the largest, most insecure, and most dependent U.S. embassies in the world as well as their consulates. During his government service, Blanc twice received the State Department’s Distinguished Honor Award and received the Department of Defense Medal for Distinguished Public Service, its highest civilian honor.

 

Before joining the State Department in 2009, Blanc spent many years working for international organizations and NGOs advising senior decision-makers on conflict termination and political transitions. He managed the first elections inIraqand other complex infrastructure and governance operations in conflict and post-conflict areas such asAfghanistan, Kosovo, the Palestinian Authority, Lebanon, and Nepal. These positions oversaw complex bureaucratic organizations, some including thousands of employees and offices around the world.

 

Blanc has been aCouncil on Foreign Relations international affairs fellow, a visiting scholar at theU.S. Institute of Peace, a senior policy analyst at theOpen Society Institute, and an adjunct professor at theUniversity of Marylandand theGeorge Washington University. He is formerly aterm member of the Council on Foreign Relations. Blanc has published a number of articles and book chapters and has lectured at Harvard, Princeton, West Point, Annapolis, and the Scuola Superiore Sant’Anna.

On February 1, 2013, Kerry was sworn in as the 68th secretary of state of the United States. He became the first sitting U.S. secretary of state to meet with Iran’s foreign minister since the Iranian revolution. This meeting was the highest-level U.S. diplomatic contact with Iran in more than six years. Kerry was also a key architect of the Paris Climate Accord, signing the historic agreement to reduce carbon emissions in 2016.

 

Prior to being nominated and sworn in as secretary of state, Kerry served for more than twenty-five years as a U.S. senator from Massachusetts. He eventually served on the Senate Foreign Relations Committee as chairman.

 

Shortly before he graduated from Yale University, Kerry volunteered for service in the United States Navy. He completed two tours of duty in Vietnam, after which he began a lifelong fight for his fellow veterans as a co-founder of the Vietnam Veterans of America."

"Denis McDonough is a nonresident scholar in Carnegie’s Technology and International Affairs Program. Previously, he served asWhite House chief of stafffor PresidentObama’ssecond term, managing the four thousand member White House staff, as well as cabinet secretaries and agency leaders. He provided strategic advice to the president on the most significant domestic policy, national security, and management issues facing the federal government and enforced plans and accountability for performance and goals, maintaining the Obama administration’s reputation for effective, ethical operation. He planned and coordinated efforts to recruit and retain key talent—including an unprecedented expansion of technology experts, engineers, and content generators within the White House and across the federal government.

 

Prior to his role as chief of staff, McDonough served asWhite House deputy national security adviser from September 2010 to February 2013. In this position, he chaired the National Security Council’s Deputies Committee, leading a multiagency team to address complex national security challenges, including crisis management as well as policy decisions related to the Iran nuclear negotiations, strategic arms reductions talks with Russia, the United States re-balance to Asia, the Afghanistan surge, and the Iraq drawdown. Throughout the2008presidential campaign, McDonough served assenior foreign policy adviser for Obama for America.

 

Prior to his eight-year stint in the White House, McDonough served in senior leadership and policymaking positions in the U.S. House of Representatives, as professional staff member on the International Relations Committee, and in the U.S. Senate for the Senate majority leader and for Senator Ken Salazar (CO).

 

McDonough wasappointed senior principal at the Markle Foundation in February 2017. In this role, he is working to address the skills gap, particularly in light of the looming artificial intelligence revolution. As part of this work, McDonough chairs theRework America Task Force, which consists of a panel of influential Americans who will advance work on enabling all Americans to develop the skills they need to grow their careers and find a new place in the new economy. Through the Task Force, McDonough will work to shape and lead a larger, longer-term national conversation about how the technological revolution can serve all stakeholders in the new economy. McDonough also serves as anexecutive fellow at the University of Notre Dame’s Keough School of Global Affairs, teaching a global policy seminar for its inaugural cohort of graduate students.
