The original EO prohibited securities deals w/ companies that are connected to CCP military/intelligence apparatus. Since that prohibition took effect two days ago, Trump has amended the EO to prohibit the SALE of said securities, likely in anticipation of the bad actors dumping them so as to not get caught holding them.
